    Samuel Holland: From Gunner and Sapper to Surveyor-General 1755-1764

    The British Army engaged, in 1755, the young Dutch officer, Samuel Holland (whose patron was already the Third Duke of Richmond), to serve in North America as an artillery and engineering subaltern. Following many months’ service directly under the field commander, Holland became deeply involved in the siege of Louisbourg (1758) as the engineering assistant to James Wolfe. The latter warmly commended Holland to Richmond for his superior efficiency and his bravery under constantly heavy enemy fire. After the siege, Holland drew an accurate plan of the fortified port, illustrating the steps of the siege-attack and defence. He became busy in 1758 and 1759 in the preparation of the British attack on Quebec, during which he met the famous British navigator, James Cook, with whom he exchanged expertise. At the siege of Quebec he continued to serve Wolfe until the latter’s death in the battle of September 1759. From then until 1762 Holland served James Murray, first as part of a team of engineers participating in the defence of Quebec against a French siege, during which he was named acting chief engineer in place of a wounded officer and eventually confined in the city with the rest of the garrison until the siege was raised by the Royal Navy. Thereafter, under Murray’s command, Holland’s main achievement was his part in the surveying and mapping of the St. Lawrence valley, leading to the production of the “Murray Map”, an immense contribution to eighteenth-century cartography. Murray vehemently held, in the face of claims by officers of the Royal Engineers, that Samuel Holland deserved the most credit for the success and high quality of the product. During the Seven Years War, Holland had been promoted Captain. Excluded from the Royal Engineers, he was therefor quite independent of the bureaucracy of that corps when in 1763 he sought-in new American colonies ceded by France-an appointment in surveying and cartography. As a guest in the London house of the Duke of Richmond he had the opportunity of meeting influential politicians, where the recognition by Wolfe and Murray of the high quality of his professional competence finally led the British government to appoint him Surveyor General in North America

    In this paper I propose a very radical reform of the taxation system, in which a single flat rate financial transaction tax (FTT) is used to replace the vast majority of existing taxes (including VAT, income tax, taxes on profits...). Existing economic data indicates that a flat rate FTT of 1% would generate far more revenue that is currently generated by all existing taxes, and would allow governments to rapidly repay debts and restore programs of public expenditure as well as allowing resources to be allocated to globally important challenges such as third world development, climate change and health issues.Economy, Finacial Crisis, Financial Transaction Tax

    It's all action, it's all learning: Action learning in SMEs

    Purpose - The purpose of this paper is to argue that action learning (AL) may provide a means of successfully developing small to medium-sized enterprises (SMEs). Design/methodology/approach - The literature around SME learning suggests a number of processes are important for SME learning which similarity, it is argued, are encompassed in AL. AL may therefore offer a means of developing SME. This argument is then supported through the results of a longitudinal qualitative evaluation study conducted in the north-west of England, which involved the use of AL in 100 SMEs. Findings - The paper finds that the discursive and critical reflection aspects of the set environment appeared to be of great utility and importance to the SMEs. Sets also had an optimum level of which helped them find "common ground". Once common ground was established set members often continued to network and form alliances outside of the set environment. SME owner-managers could discuss both personal and business. Finally, AL offered the opportunity to take time out of the business and "disengage" with the operational allowing them to become more strategic. Practical implications - In this paper both the literature review and the results of the evaluation suggest AL may offer a means of engaging SMEs in training, which is relevant and useful to them. AL offers a way for policy makers and support agencies to get involved with SME management development while retaining context and naturalistic conditions. Originality/value - This paper attempts to move beyond other articles which assess SME response to government initiatives, through examining the literature around SME learning and constructing a rationale which proposes that AL encompasses many of the learning processes suggested in the literature as effective for SME development. © Emerald Group Publishing Limited

    Examining Race Differences in Blood Pressure Control among People with Chronic Kidney Disease

    Of Chronic Kidney Disease (CKD) patients, 20% of them also have hypertension (HTN). African Americans (AA) are known to be more at risk of CKD development and poor HTN control compared to Whites, largely due to their higher prevalence of diabetes and HTN. While those health conditions are a known risk factor to CKD, it is less clear if there is a race difference in HTN control among CKD patients. Using a combined 1999-2014 data set from The National Health and Nutrition Examination Survey (NHANES), we sought to determine if there is an association between race and HTN control among CKD patients. A smaller portion of AA CKD patients (58.2% vs 71.6%; p\u3c0.001) had controlled hypertension than White CKD patients. After adjusting for age, AA had a lower odds of having their hypertension controlled (odds ratio (OR) = 0.58; 95% confidence interval (CI): 0.37-0.92) relative to whites. When adjusting for social factors and medical conditions, we observed that hypertensive African Americans with CKD had similar odds of having their hypertension controlled (OR=0.55; 95% CI= 0.25-1.23) relative their White peers. Social factors and medical conditions account for the race difference in hypertension control among CKD patients. Strategies to control hypertension among AA patients with CKD must include not only efforts for proper health care to treat and control medical conditions, such as diabetes and stroke, but to address social factors. The results highlight the importance of creating interventions specifically focused on chronic disease prevention and management for African American adults to attempt to delay the onset or impede the progression of CKD

    Algorithms for 3D rigidity analysis and a first order percolation transition

    A fast computer algorithm, the pebble game, has been used successfully to study rigidity percolation on 2D elastic networks, as well as on a special class of 3D networks, the bond-bending networks. Application of the pebble game approach to general 3D networks has been hindered by the fact that the underlying mathematical theory is, strictly speaking, invalid in this case. We construct an approximate pebble game algorithm for general 3D networks, as well as a slower but exact algorithm, the relaxation algorithm, that we use for testing the new pebble game. Based on the results of these tests and additional considerations, we argue that in the particular case of randomly diluted central-force networks on BCC and FCC lattices, the pebble game is essentially exact. Using the pebble game, we observe an extremely sharp jump in the largest rigid cluster size in bond-diluted central-force networks in 3D, with the percolating cluster appearing and taking up most of the network after a single bond addition. This strongly suggests a first order rigidity percolation transition, which is in contrast to the second order transitions found previously for the 2D central-force and 3D bond-bending networks. While a first order rigidity transition has been observed for Bethe lattices and networks with ``chemical order'', this is the first time it has been seen for a regular randomly diluted network. In the case of site dilution, the transition is also first order for BCC, but results for FCC suggest a second order transition. Even in bond-diluted lattices, while the transition appears massively first order in the order parameter (the percolating cluster size), it is continuous in the elastic moduli. This, and the apparent non-universality, make this phase transition highly unusual.Comment: 28 pages, 19 figure

    Hierarchical models of rigidity percolation

    We introduce models of generic rigidity percolation in two dimensions on hierarchical networks, and solve them exactly by means of a renormalization transformation. We then study how the possibility for the network to self organize in order to avoid stressed bonds may change the phase diagram. In contrast to what happens on random graphs and in some recent numerical studies at zero temperature, we do not find a true intermediate phase separating the usual rigid and floppy ones.Comment: 20 pages, 8 figures.     Seeded gas thrusters and related system components

    A program involved with the construction and test of a number of laser heated thrusters is described. These thrusters, with a cavity approximately 23 cm long and 3.5 cm in i.d., are to be tested by NASA at a later date with a laser beam focused through the throat to heat hydrogen propellant containing an opacifier. The heated propellant exhausts through a supersonic nozzle with a 0.6 cm throat at 3000 C. Thrust stands and control systems were furnished with the thrusters.     Phase-stabilized, 1.5-W frequency comb at 2.8 to 4.8 micron

    We present a high-power optical parametric oscillator-based frequency comb in the mid-infrared wavelength region using periodically poled lithium niobate. The system is synchronously pumped by a 10-W femtosecond Yb:fiber laser centered at 1.07 um and is singly resonant for the signal. The idler (signal) wavelength can be continuously tuned from 2.8 to 4.8 um (1.76 to 1.37 um) with a simultaneous bandwidth as high as 0.3 um and a maximum average idler output power of 1.50 W. We also demonstrate the performance of the stabilized comb by recording the heterodyne beat with a narrow-linewidth diode laser. This OPO is an ideal source for frequency comb spectroscopy in the mid-IR.Comment: 4 figure

    Business and International Development: Is Systemic Change Part of the Business Approach?

    Systems thinking has started to appear within the discourse around ‘business and development’, as governments, donors and NGOs are increasingly seeking to leverage private initiatives to have broad impacts on development goals. Peter Senge (1990) describes ‘systems thinking’ as a framework for seeing interrelationships rather than things and for seeing patterns rather than static snapshots. In international development, systems change is based on the understanding that significant improvements in the outcomes of a targeted population (e.g. increased employment for landless labourers, more secure incomes for small-scale farmers) will not occur unless the surrounding system of interrelationships adjusts to accommodate the desired goals (Cohen and Lavach 1995, quoted in Foster-Fishman, Nowell and Yang 2007). While business and development encompasses a broad range of activities, one prominent area of focus is around ‘pro-poor business’. This is an approach that involves redesigning business models and processes to improve the lives of the poor as producers linked to value chains, as consumers of essential goods and services that are made available to previously underserved markets, or as employees. The relationship between business and development initiatives and systemic change is the core focus of this paper. The key question is to explore whether and how pro-poor business approaches can go beyond individual company value chains, to drive shifts in broader market systems. The overall purpose of the paper is to contribute to analysis, evidence generation and learning for development agents on the potential for business and development approaches to contribute to long-term poverty alleviation and development.UK Department for International Developmen

    Race and “Hotspots” of Preventable Hospitalizations

    Abstract Preventable hospitalizations (PHs) are those for ambulatory care-sensitive conditions that indicate insufficiencies in local primary healthcare. PH rates tend to be higher among African Americans, in urban centers, rural areas and areas with more African American residents. The objective of this study is to determine geographic clusters of high PH rates (“spatial clusters”) by race. Data from Maryland hospitals were utilized to determine the rates of PHs in zip code tabulation areas (ZCTAs) by race in 2010. Geographic clusters of ZCTAs with higher than expected PH rates were identified using Scan Statistic and Anselin’s Local Moran’s I. 10 PH spatial clusters were observed among the total population with an average PH rate of 3,046.6 per 100,000 population. Among whites, the average PH rate was 3,339.9 per 100,000 in 11 PH spatial clusters. Only five PH spatial clusters were observed among African Americans with a higher average PH rate (3,710.8 per 100,000). The locations and other characteristics of PH spatial clusters differed by race. These results can be used to target resources to areas with high PH rates. Because PH spatial clusters are observed in differing locations for African Americans, approaches that include cultural tailoring may need to be specifically targeted
